FESTA Handbook
Background
To improve comparability and significance of FOT results at national and European levels, the FESTA project, funded by the European Commission, originally developed a handbook on FOT methodology.
The methodology is now owned by the FOT community. It is promoted and it has been periodically updated by FOT-Net. The latest update was version 7 in December 2018. FOT-Net has organised webinars and workshops disseminating the methodology.
Even though FESTA Handbook was made for FOTs, the basic steps in it are applicable and recommended for field tests of all kind.
The FESTA Handbook covers issues concerning all aspects of the time-line and administration of an FOT, such that advice will be provided regarding aspects from needs analysis at the commencement of an FOT all the way through to the integration of the acquired data and estimation of socio-economic benefits at the end.
FOT-Net has organised webinars and workshops disseminating the methodology. Recorded webinars (in the FOT-Net Library) explain the main steps in FESTA:
Introduction to FESTA Methodology [1] Context, functions, use cases, research questions and hypotheses [2] Performance indicators, study design, measures and sensors [3] Legal and ethical issues [4] Databases, data analysis and hypothesis testing [5] Impact assessment and socio-economic cost–benefit analysis [6] Data sharing [7]
We invite projects to use FESTA, provide feedback and send us new methodology-related reports!
FOT-Net has also published a Data Sharing Framework as a complement to FESTA [8]. The framework contains a set of guidelines and best practices on data management and sharing.
Main publication:
- Version 7 of the FESTA Handbook on FOT Methodology [9]
- Version 6 [10]
- Main modifications introduced in the Version 5 by the FOT-NET working groups

Acknowledgements
We would like to thank all the individuals who have contributed to FESTA Handbook. The original Version and Version 2 were produced by the FESTA project consortium. An update to Version 3 of the FESTA manual was performed by a working group in the FOT-NET 2 Support Action based on the results of seminars organised in the previous FOT-NET project and feedback from users of Version 2. Version 4 took into account the feedback received after the publication of Version 3 for Open Consultation in the period July-August 2011 and during a presentation workshop in Gothenburg (8 September 2011).
