The Ministry of Roads and Transportation research center of I.R.Iran has reported that between 1994 and 2008 the country was on top of the list of road fatalities in the world. Increasing problems of urban traffic management, steering vehicles in the roads and heavy financial and human costs of these problems as a big challenge, and at the same time the advances in communication and information technologies as an advantage, necessitates the application of vehicular intelligent communication technologies in transportation.
These problems raised a concern in ACECR (Academic Center for Education, Culture and Research)-Sharif Branch to participate in the general endeavor to diminish vehicular hazards and their related side-effects in the country. Hence, ACECR-Sharif Branch initiated the project of Design and Implementation of Vehicular Intelligent Transportation System Project named CVT (Connected Vehicle Technology) project aiming to improve driving safety, traffic management improvement and reducing vehicles fuel consumption in I.R.IRAN. This project is sponsored by IDRO (Industrial Development and Renovation Organization of Iran). During the implementation of this project, required communication infrastructure has been established in order to receive and transmit safety messages in vehicles moving in urban crossings and intercity roads communication systems.
Following the primary researches, producing software applications and conducting experimental and field tests, the project is now in its pilot phase. By successful implementation of defined applications in the pilot, stakeholders’ cooperation has been obtained in order to prepare a road map for vehicular communication technology development in the country.
Achievement of the 28th Khwarizmi International Award as the Third Laureate in Research and Development Section
Connected Vehicle Technology project was selected as the third laureate in research and development section of the 28th Khwarizmi International Award (KIA). Habib Rostami, CVT project manager and the project representative in the 28th KIA ceremony received this award from the hands of Dr. M. Farhadi, the Minister for Science, Research and Technology of Iran. This Ceremony was held on 3rd of March 2015 in Tehran's Summit Conference Hall.
The Khwarizmi International Award is one of the most prestigious international recognitions of excellence in science. It rewards significant research achievements and contributions to the areas of Science and Technology, through an annual competition.
In the foreign and Iranian Residing Abroad and foreign sections of 28th award, 47 countries participated with a total of 243 candidates. The KIA Jury, whose members are prominent national researchers and professors in their respective disciplines, is presided over by the Minister for Science, Research and Technology who held also the position of President of IROST and the Chairman of the 28th KIA. After many hours of deliberations, the Jury finally selected 9 KIA Laureates for the national section and 7 Laureates for the Foreign section.
Details of Field Operational Test
Start date and duration of FOT execution
The project started in December 2011 for a duration of 30 months.The duration is extended until 20 March 2015.
The Industrial Development & Renovation Organization of Iran (IDRO) has agreed to extend the time line of the project to March 20, 2015. The decision is taken after the organization has reviewed the project achievements specially the successful implementation in Tehran-Rasht freeway and the time needed to analyze obtained data during pilot stage as well as using this data for commercializing purposes. In this period, the first steps to commercialization stage and executing the business plans should be carry out by implementing the required applications prototypes for key stakeholders.

Through conducting the CVT project, we intend to
- Localize the technical knowledge of vehicular communication technology,
- Examine feasibility and analyzing the results of 9 defined applications in the operational scenarios according to the specified requirements of each application stipulated in the CRS (Customer Requirement Specification) document,
- Create convenient conditions for collaboration with corresponding stakeholders,
- Develop a road map for development of this technology in the country, and
- Make the public opinion familiar with various aspects of vehicular communication systems.
- Identifying the architecture of the hardware and software required to implement the vehicle connected technology and its components to define and prioritize the possible applications in the automotive industry and related sectors of the transportation management system of Iran.
- Identifying the technical requirements to implement the applications of the vehicle connected technology.
- Identifying and applying the technical expertise needed to provide required facilities and equipment within the country.
- Identifying and providing the required equipment for the pilot project implementation.

Installing Road-Side Units based on DSRC 5.9GHz at Road Police stations in main roads in IRAN: Dec 2016
"Smart Control and Monitoring of Road Public Transportation Fleet System" which is called "SEPAHTAN" is planned by relevant authorities in Iran to improve safety and traffic control on roads between cities. Regarding specialists’ meeting sessions and the conclusion of applying DSRC 5.9GHz technology for information files transfer from equipped vehicles to police stations in this project, installation of the required radio equipment (RSUs) at road police stations was approved. Connecting these RSUs to SEPAHTAN System, the possibility of file transition based on IEEE 802.11p standard will be provided and consequently violations of drivers will be detected before they reach the stations. As a result, vehicles which have not violated the rules along their path to the station can pass by the police station without having to stop. Running this project will dramatically increase the obey of traffic rules including speed limits. In addition to safety improvement, this system will prevent the travelers from wasting their time by eliminating unnecessary stops of the fleet at the road police stations. As a result, this will also contribute to the economic productivity of transportation in the country. By installing road-side units at road police stations of Tehran-Qom freeway as well as covering both sides of the road, the information and driving specifications of incoming vehicles will be transferred to the RSU. After communication between RSU and SEPAHTAN server is established, vehicles’ information will be transferred to the server and enter the proper process. As a result, the police officers at the station can identify violating vehicles before reaching the station and stop only these vehicles for necessary inspections. This image shows that the route of intercity buses which are involved in the first phase of SEPAHTAN project is within the RSU coverage. It should be noted that locating the final position of RSU depends on the following field tests .One important factor is the equipment’s antenna’s height, which will be determined based on the environmental conditions and metal barriers in vicinity of the equipment. Speed Limit Violation Detection (SLVD) application Test: Jan 2015
The main purpose of Speed Limit Violation Detection (SLVD) application is to warn drivers when they violate the speed limitation in certain parts of the path and register this data in the OBU storage in each case. Using the strategy of this application, it is possible to report the violation to highway police stations when approaching these stations in case the driver disregards the speed warnings and keeps the same speed. In the other word, when a vehicle is approaching the RSU coverage (which can be installed in the police station place), the registered information about speed violation transfers from OBU storage to RSU and after that will be displayed in police station. Also the information of driving behavior of drivers is kept up to use at necessary times, for example when determining insurance premiums by Insurance companies. In the field operation of this application, an OBU-equipped vehicle moves in the path with predetermined map and its location and speed is registered consequently. When the vehicle is approaching the RSU coverage, the registered information disseminates and transfers from RSU to Control and Monitoring Center for processing and displaying. The picture below shows the vehicle information in the places where registered speed is higher than 100 km/h. By using the capabilities of this program it will be possible to define variable speed limits in different parts of pilot path and show the speed violation times and locations on the map.
Implementation of Travel time Estimation application using tracking data of pilot participating vehicles: Oct 2014
OBU-equipped vehicles can provide valuable data along pilot path, so that by analyzing this data the possibility of getting a clear image of the traffic situation in various parts of the path will be provided.The vehicle's tracking data, mainly travelling buses and passenger cars data in Tehran – Rasht freeway, represents the traffic flow smoothness along the way on a statistical base. On the basis of above and according to the requirements of travelling time awareness for drivers and passengers through the VMSs along the way, the algorithm of using tracked data of pilot participating vehicles has been designed and validated after initial implementation. Considering the installed RSUs in 22 spots, the entire path from Tehran to Rasht can be divided to certain parts. RSUs, which are installed at the beginning and end of each piece, receive the tracking data of incoming and outgoing vehicles and send them to the CCR. The application of travelling time estimation can provide possibility of calculating the time spent for passing various pieces. The image shows the view of software interface of travel time estimation. In this image, information related to travel time in two directions of Tehran-Rasht and Rasht-Tehran at 9:56 am of Friday 1393-05-31, is shown. Also this image shows that, the travel duration of last arrived vehicle, from Tehran to Rasht, has been 5 hours and 57 minutes.
Installation and Test of the 30th RSU along the Project Implementation Route (Rasht city entrance, before Gill square), Final Point, 13 February 2014
The road side equipment aka road side units have been installed on appropriate spots along the test route. The application no.3 (i.e.: Vehicle Tracking and Traffic Information Collection) has been installed on entire RSUs. In addition to this common application, one or more other applications have been installed on each RSU based on its location. The installation process and performance test of the 30th RSU at the entrance of Rasht city, before Gill square, has been done. Figure1. depicts the location of this RSU.
This RSU executes the following applications:
- Application no.3: Vehicle Tracking and Traffic Information Collection
- Application no.6: Road Conditions Announcement in Terms of Traffic Restrictions and Meteorological Phenomena
After installing the RSU its performance regarding the application no.3 and no.6 will be tested. Having implemented the test no.6, if there exists any traffic message the OBU-equipped vehicles will receive them as soon as they enter the RSU transmission range. In addition to these messages that announce the road blocking, heavy traffic, accidents, the traffic restrictions or the under-construction-road-ahead message, the drivers will also be informed about the weather conditions on the road ahead through voice/video messages. This information will be sent from the road meteorological stations to the data center of the meteorological organization of Iran and later on will be transferred to the CCR’s database then the CCR sends this information automatically to the RSUs that reside on the route leading to the given stations.
When an OBU-equipped vehicle enters the RSU’s coverage, the tracking information of the vehicle is sent to the RSU through DSRC protocol. This information is communicated between the RSU and the CCR at their first communication, the information will be sent to the CCR through a private network aka APN using the cellular network. Later on, the transferred information can be seen using the user interface. These messages will be delivered to the drivers in both audio and video formats (if the display screen's installed inside the vehicle).
