COOPERS provides vehicles and drivers with real-time local situation-based information and safety-related traffic and infrastructure status information, distributed via dedicated infrastructure-to-vehicle Communication links (I2V).

This approach extends the concepts of in-vehicle autonomous systems and vehicle-to-vehicle communication (V2V) with tactical and strategic traffic information, which can only be provided by the infrastructure operator in real-time.

I2V in this respect will significantly improve traffic control and safety via effective and reliable transmission of data fully adapted to the local situation of the vehicle (ensemble of vehicles). I2V will extend massively the responsibility and liability of the infrastructure operator compared with today, in terms of reliability and accuracy of information to advice drivers/vehicles.

The highest effects of I2V communications will be achieved in areas of dense traffic also known as areas where risk of accidents and traffic jams is extremely high. The real time communication link between infrastructure and vehicle can also be used vice versa for V2I communication, using vehicles as floating sensors in order to verify infrastructure sensor data, as primary source for traffic control measures.

COOPERS will follow a 3-step approach for implementing I2V communication:

  • Improvement of road sensor infrastructure and traffic control applications for more precise situation based establishment of a link between road tolling systems and I2V concept.
  • Development of a communication concept and applications able to cope with the I2V requirements in terms of reliability, real-time capability an robustness and considering different transmission technologies (IP-based networks and standards).
  • Demonstration of the results achieved on important sections of European motorways with a high density of traffic in the Netherlands, Germany, Austria and Italy and deployment of strategies for a mixed environment.

In the 3.rd year of the project, after the completion of planning and development of the required components, the COOPERS project now enters the demonstration phase.

Four different demonstration sites are currently equipped with COOPERS technology, and within the end of the year extensive test drives will start at the sites, in order to thoroughly evaluate the COOPERS system, with specific attention to user behaviour and acceptance.

In order to cover a wide range of scenarios, the various demonstration sites feature different technical setups and focus on different COOPERS services; however all follow the same basic principles and evaluation procedure.

Demonstration schedule:

The tests and demonstrations will start from October 2008, and continue throughout the first half of 2009. The demonstrations will be carried out sequentially (starting with site 3 in October), with a duration of about 1 month per test section. As the details of the testing procedures are currently refined, the exact timetable is still subject to changes, therefore it is advised to contact the demonstration representatives for detailed and up-to date information.

4 testsites:

Testsite 1: the Brennero corridor

Testsite 1 ranges from Nuremberg (DE) to Modena (IT). It crosses 3 countries, involving 3 different road operators which have equipped a section of their highway with COOPERS technology:

  • Autostrada del Brennero Spa (IT) equips a 20 km-section of the A22 highway near Trento with CALM Infrared transmitters, mounted on overhead gantries. The COOPERS messages are generated by the TCC in Trento (IT).
  • ASFINAG AG (A) equips a 21 km-section of the A12 highway near Innsbruck with CALM Infrared transmitters, mounted on overhead gantries. The messages, generated by the TCC in Vienna, are additionally sent via DVB-H.
  • The Bavarian High Authority for Building (Oberste Bayerische Baubehörde) (DE) equips a 12 km section of the city-highways around Munich with CALM Infrared transmitters, mounted on overhead gantries and roadwork trailers. The messages, generated by the TCC in Munich, are additionally sent via DAB.

Test site 1 is characterized by its focus on short-range transmission technology (CALM Infrared), and is particularly suited for cross-border tests of the COOPERS services (international service handover).

Testsite 2: the Rotterdam-Antwerp corridor

The demonstration site 2 comprises the 80 km motorway corridor between Rotterdam (NL) and Antwerp (B), which is one of the most intensively used roads in Europe.

Two road operators are involved in this field demonstration:

  • Dutch Ministry of Transportation and Water Management
  • Flemish Government, Department Mobility and Public Works, Division of Traffic Centre

The communication technology GPRS (General Packet Radio Service) is planned for demonstration site 2. The mid-range technology GPRS is selected because it features packet-oriented communication and has a high coverage in the two participating countries. In addition, the use of WiMAX (Worldwide Interoperability for Microwave Access) is validated.

The COOPERS services envisage the distribution of traffic management data to individual vehicles and/or groups of vehicles. All COOPERS services are demonstrated on test site 2, except the Road Charging.

Testsite 3: The Berlin city highway

The demonstration site 3 in Berlin extends the COOPERS services towards an urban environment. The extension of the COOPERS focus will demonstrate that the designed concept of cooperative systems with communication between infrastructure and cars I2V is also feasible beyond highways. The COOPERS messages are generated with the traffic data from Berlin’s traffic control center from the COOPERS service center at the Fraunhofer-Institute FIRST. The transmission technology is based on Digital Audio Broadcasting (DAB). The demonstration route is situated in the agglomeration of Germany’s capital region Berlin. The demonstrator site belongs to the inner-city motorway (“Stadtautobahn”) A 100, A 111 and A 113 with peak average daily traffic volumes of 150.000 vehicles / 24h.

Testsite 4: France

The Test site 4 comprises several sections of the French motorways, involving four different motorway operators (ASF, ATMB, SANEF, SAPN).

COOPERS services will be demonstrated on:

  • the A7 motorway between Vienne and Valence, near Lyon, operated by ASF, for a total length of about 70 km
  • the A40 motorway between La Fayet (Saint-Gervais-les-Bains) and Chatillon-en-Michaille, operated by ASF and ATMB, with a total length of 110 km.

Both sections (A7, A40) are equipped with variable message signs, cameras, and traffic/weather sensors; the A40 section features also a tunnel (Tunnel-Du-Vuache) and a number of tolling barriers. The communication medium for the COOPERS demonstration at site 4 will be GPRS.

The mission of COOPERS is to define, develop and test new safety related services and equipment and applications using two-way communication between road infrastructure and vehicles from a traffic management perspective.

COOPERS will build upon existing equipment and infrastructure as far as possible to incorporate bi-directional infrastructure-vehicle links, as an open standardised wireless communication technology.

The role of motorway operators in offering and retrieving safety relevant and traffic management information, for specific road segments on European motorways, based on infrastructure and in-vehicle date, will be investigated.

Basic setup: Traffic Control Centers (TCC) are equipped with a “Coopers Service Center” (CSC) that accesses the sensor data of the highway(traffic, weather, tolling, etc.) and generates the COOPERS messages. These are transmitted via different communication technologies to the vehicles.

An On-Board Unit (OBU) in the car receives and displays the messages. The OBU in turn sends vehicle data (xFCD) back to the TCC.

All demonstration sites carry out the tests according to the following procedure, the basic requirement for the test drivers is a valid driving license and a driving experience of 3000 km.

Each site recruits a group of 50 volunteers and performs the following activities with the drivers:

  • Introduce the test vehicle and the basic project information for the drivers, e.g. the OBU in the vehicle, the HMI, but also the measurement equipment to determine the stress level/ awareness of the drivers
  • Complete a questionnaire regarding the expectations for the test
  • Perform 2 test drives along the predefined test route, one with and one without the system on, the COOPERS system will display the messages, and the reactions of the drivers are evaluated (At the same time various data from the in-vehicle systems, and from the traffic environment are recorded for the later scientific analysis of the trial, which is done anonymously. )
  • Fill in a questionnaire in order to assess the user acceptance of the COOPERS system
