The decrease of road fatalities and the difficulties to make an exact inventory of road accidents don’t produce anymore enough operational knowledge to conduct efficient local road safety policy. The main objective of the project is to collect incident (miss-crash, near-crash,…) data to enrich accidentology data bases. In order to do so, it is forecasted to :

- Build vehicle fleets equipped with Event Data Recorders

- Massively acquire incident data (at the scale of a network and a vehicle fleet on a territory)

- Develop tools adapted to incident analysis

- Evaluate the contribution of their analysis to diagnose

o Road infrastructure

o Drivers behavior

- Study the impact of the presence of Event Data Recorder in a vehicle on road safety

- Evaluate their acceptability

- Improve knowledge for the accident or incident mechanisms analysis

- Ensure the legality of the experimentation

This study relies on the EMMA device conceived by IFSTTAR researchers. It is a box which can be installed inside the vehicle and is equipped with several physical sensors (accelerometers, gyrometers, dynamic localization measurements …) which can describe the dynamic behavior of the vehicle and can record some driver’s actions (via the CAN-BUS). It has advanced communication features which enable data communication to a distant server when a driving incident is detected.

Planningwise, the project is divided into two phases:

Phase 1 (Nov 2010 to Jan 2014) will consist in :

- Deploying 50 EMMA

- Producing a complete system for data acquisition and exploitation (including needed legal conditions to implement EDR in public fleets of vehicles)

- Partners search for phase 2

Phase 2 (2014 to Jan 2016)

- Set up a State/regions partnership in order to deploy 500 EMMA on light vehicles (with a preference for vehicle circulating on the interburban networks).

- Perform large scale data analysis

- Consolidate and improve analysis tools

The partners of the project are the French public Authorities and local collectivities

After 6 months of data acquisition (mid-term), more than 2500 itineraries and 700 events have been recorded

Specific Event Data Recorder called EMMA (Embedded data logger for accident mechanisms) developed by IFSTTAR-LMA. The device incorporates internal sensors (accelerometers, gyrometers, GPS,…) but can also record data from vehicle CAN BUS.

Data related to the vehicle dynamic (acceleration, speed,…), its localization (itineraries, events …), driver actions (via the CAN Bus), and the profile of the driver (age, sex, license driving date)
