FOTsis (European Field Operational Test on Safe, Intelligent and Sustainable Road Operation) is a large-scale field testing of the road infrastructure management systems needed for the operation of seven close-to-market cooperative I2V, V2I & I2I technologies (the FOTsis Services), in order to assess in detail both 1) their effectiveness and 2) their potential for a full-scale deployment in European roads. Specifically, FOTsis will test the road infrastructure’s capability to incorporate the new cooperative systems technology at 9 Test Sites in four European Test-Communities (Spain, Portugal, Germany and Greece), providing the following services:

S2: Safety Incident Management

S3: Intelligent Congestion Control

S4: Dynamic Route Planning

S5: Special Vehicle Tracking

S6: Advanced Enforcement

S7: Infrastructure Safety Assessment

Using an integral and comprehensive approach, FOTsis will therefore review the road infrastructure and communication networks required to secure a proper connectivity from the traffic control centres (and all the information they already have available, enhanced with the V2I data) with the users/vehicles. Relying on the common European and open ITS architecture guideline proposal (supported by the project COMeSafety), able to incorporate available and future ITS services and systems, FOTsis aims to contribute to the safety, mobility and sustainability challenges faced nowadays by the European road transport system. The project represents a major step forward to better connect vehicles, infrastructures and traffic management centres, the main focus being placed on the responsibilities of the road operator.

Service 1 (S1): Emergency Management The infrastructure centred e-Call service represents a step forward for services involving information generated from the vehicle, as it takes into consideration two possible scenarios: 1) the usual one, where the call to the PSAP is originated from the vehicle and 2) a new approach where the call is made by the infrastructure itself. In this second scenario, the incident (accident) is detected via the infrastructure’s own systems (DAI, CCTV, etc.) and the call is triggered.

Service 2 (S2): Safety Incident Management This Service provides real time embedded information to drivers to warn them on any given situation that may reveal associated dangers or risks and that have been detected from elements in the infrastructure (I2V warning communications).

Service 3 (S3): Intelligent Congestion Control This Service improves the traffic load balancing in the road networks by introducing new predictive algorithms to integrate dynamic data from diverse traffic information sources - as well as public traffic management and control strategies - into a comprehensive integrated system.

Service 4 (S4): Dynamic Route Planning This Service manages traffic based on the dynamic route calculation and journey times, from the known traffic image. The infrastructure will receive destination and positioning of the vehicle (V2I), and will calculate and return optimal route for the vehicle (I2V). The infrastructure will deal factors such traffic conditions, incidents on the road, weather conditions, etc. It brings the advantage of having a real - or quasireal - traffic status image.

Service 5 (S5): Special Vehicle Tracking Making use of the infrastructure equipment, this Service detects and monitors vehicles which can be considered as special. It is based on analysing how effective the combination of in-vehicle information and information provided by the infrastructure (mainly pre-trip information and conditions, traffic information, meteorological information) can minimize the negative impact that the transportation of special vehicles can have on the infrastructure. The approach is no longer locating these vehicles, but managing and exploiting this information by combining it with data on traffic movements and the structure of the motorway network.

Service 6 (S6): Advanced Enforcement This Service uses alternative means and technologies to carry out enforcement (compliance with the existing rules), either in real-time, or in post-processing the information. It addresses the joint exploitation of information coming from the infrastructure and the information recorded by vehicles (using the OBU as a black box), having a potential impact on the monitoring of road safety behaviours).

Service 7 (S7): Infrastructure Safety Assessment The Service addresses the joint exploitation of the information coming from the infrastructure and the information recorded by vehicles (using the OBU as a black box) in order to reconstruct specific safetyrelated “situations”. The analysis of multi-source information to reconstruct a situation can be very useful as a feedback to the highway operator for the future management of emergencies, maintenance, design of new infrastructure, etc., as well as to other third parties, such as insurance companies.
