In the latest decade most of the world’s developed countries and strong technological companies have focused their research, trialling and deployment actions to facilitate more energy-efficient and fewer petrol fuel-dependent vehicles and transport systems. As a result of these actions, electric power solutions have proven to offer a potentially groundbreaking solution for urban and interurban mobility, where many independent and different initiatives have been established all over Europe. However, it is well known that Electric Vehicles (EV) are underutilised due to their limitations and lack of people’s confident on this type of transport mode.

The smartCEM project aims to demonstrate the potential for EVs in urban and interurban context and to encourage the uptake of EVs through advanced and heterogeneous mobility services (EV-navigation, EV-efficient driving, EV-trip management, EV-charging station management, EV-sharing management) to existing multimodal and electro mobility transport services. Through the combination of technology and electro mobility smartCEM intends to increase awareness of EV and encourage the use of electric vehicles as part of everyday life.

The working strategy and plan of smartCEM project is based on the PSP call philosophy which focuses on adaptations and integration work of existing technologies or previous R&D projects results. This case allows the smartCEM project to align different national and regional schemes into an interoperable and common deployment strategy.

Details of Field Operational Test

Start date and duration of FOT execution

The operation phase of the project, where the pilot sites will be active and operational in a normal day-to-day real-life scenario, is scheuled to start in the course of 2013.

Geographical Coverage

There are four pilot sites in Italy (Turin), Spain (Barcelona, and Gipuzkoa-San Sebastián), and the United Kingdom (Newcastle).

smartCEM is one of four pilot projects on eMobility that was launched and will be implemented simultaneously. [1]

Objectives

  1. Prove that user acceptance of electric vehicles can be increased by at least 15% due to the adoption of smartCEM services. User acceptance of EV will be assessed using questionnaires which are applied before and after the drivers experience the EVs. One commonly used questionnaire for the evaluation of new technology is by Van der Laan et al., (1997) and additional, e-mobility specific aspects, such as purchase and usage intentions (see also Neumann et al., 2010), will be added to further investigate the effect of the services on the user acceptance.
  2. Evaluate how much transport efficiency can be optimised when taking into account environmental sustainability and energy source. The evaluation framework in this case will be based on impact indicators such as energy consumption and CO2 emissions to be measured at all sites. Multimodal transport will also be considered as a strategy to reduce mileage.
  3. Develop tools for the assessment and evaluation of the impact on carbon emissions, based on the vehicle’s charging information and km travelled.
  4. Identify barriers and address all deployment elements such as business models, legal aspects, privacy and cost-benefit analysis.
  5. Support pan-European interoperability by standardisation between operations performed by different services, facilitating the interoperability between different systems and vehicles.
  6. Pave the way for wider acceptance of adopting electro-mobility in all types of road transport, from private car users to powered two-wheelers, to public transport and urban goods logistics.
  7. A complete integration of new schemes like car-sharing within the public transport system. Allowing new business cases like billing or reservation of vehicles.
  8. Inform about the smartCEM services experience to more cities, EV fleet operators and/or vehicles. Also cooperation with other CIP projects will be launched in order to align the project´s objectives and results.

Applications and equipment

Applications tested

smartCEM will pilot five ICT services to promote Electric Vehicles. The following services will be tested:

  • EV-navigation: Mr Z drives an Electric Vehicle (EV) with smartCEM equipment. The driver programmes the destination on the onboard unit, which displays the entire route, which was calculated to suit electric vehicles. The device will also show the location of charging points and their availability in real time in order to make charging as flexible, secure and convenient for Mr. Z.
  • EV-efficient driving: Miss V is driving an EV with a smartCEM system which evaluates her driving style taking into account the EV requirements. This service will provide Miss V with the necessary information in order to maximise her driving efficiency and eco-driving-style.
  • EV-trip management: Mr Z is planning to use public transport to go from location A to location B. He is using a WEB journey planning systems which shows the best multimodal public transport combination for a given journey. This tool also provides car-sharing or scooter-sharing transport mode as part of public transport. The planner will also allow Mr Z to book and pay the EV from the system.
  • EV-charging station management: the station manager will obtain an advanced sustainable and integrated management system with the smartCEM capability which incorporates station operation, station energy management, power supplier status, range estimator, charging point booking, payment and scheduling.
  • EV-vehicle sharing management: While Mr Z is driving the EV the on-board device is recording and sending vehicle information from data loggers to the infrastructure. This information is vital for the other services and existing modules.

Vehicle

The services will be implemented in four pilot sites in which the follwoing vehicles are available:

  1. Gipuzkoa: with 30 electric car-sharing vehicles and an electric hybrid bus.
  2. Barcelona: will use 45 electrical motorcycles.
  3. Turin: 10 electric delivery vans and 5 electric cars.
  4. Newcastle: 10 drivers in electric cars, 1300 charging points by the end of smartCEM.

Test equipment

  • On board units: a bidirectional on-board system, which is connected to the vehicle CAN BUS and manages all internal and external data (from back-office).
  • Back office platform: general management system that controls all vehicles, charging spots, energy and commercial transactions.
  • Web interface: the web interface will be used by users to access to electro mobility management and booking systems.
  • Nomadic devices: the use of nomadic devices will also be studied and proposed as an alternative flexible media.
