The decrease of road fatalities and the difficulties to make an exact inventory of road accidents don’t produce anymore enough operational knowledge to conduct efficient local road safety policy. The main objective of the project is to collect incident (miss-crash, near-crash,…) data to enrich accidentology data bases. In order to do so, it is forecasted to:

  • Build vehicle fleets equipped with Event Data Recorders
  • Massively acquire incident data (at the scale of a network and a vehicle fleet on a territory)
  • Develop tools adapted to incident analysis
  • Evaluate the contribution of their analysis to diagnose

o Road infrastructure

o Drivers behavior

  • Study the impact of the presence of Event Data Recorder in a vehicle on road safety
  • Evaluate their acceptability
  • Improve knowledge for the accident or incident mechanisms analysis
  • Ensure the legality of the experimentation

This study relies on the EMMA device conceived by IFSTTAR researchers. It is a box which can be installed inside the vehicle and is equipped with several physical sensors (accelerometers, gyrometers, dynamic localization measurements …) which can describe the dynamic behavior of the vehicle and can record some driver’s actions (via the CAN-BUS). It has advanced communication features which enable data communication to a distant server when a driving incident is detected.

Planningwise, the project is divided into two phases:

Phase 1 (Nov 2010 to Jan 2014) will consist in:

  • Deploying 50 EMMA
  • Producing a complete system for data acquisition and exploitation (including needed legal conditions to implement EDR in public fleets of vehicles)
  • Partners search for phase 2

Phase 2 (2014 to Jan 2016)

  • Set up a State/regions partnership in order to deploy 500 EMMA on light vehicles (with a preference for vehicle circulating on the interburban networks).
  • Perform large scale data analysis
  • Consolidate and improve analysis tools

The partners of the project are the French public Authorities and local collectivities

Details of Field Operational Test

Start date and duration of FOT execution

Data recording started in July 2012 and should be ended in July 2013

Geographical Coverage

Equipped vehicles are deployed in 3 French regions (Normandy, Massif-Central and Provence)

Results

After 6 months of data acquisition (mid-term), more than 2500 itineraries and 700 events have been recorded

Main events

Key milestones:

  • Authorization obtained from National Commission for Data Protection and Liberties (CNIL-France) (obtained in February 2012)
  • EDR deployment on 50 vehicles
  • Start of the data collection (July 2012)
  • End of the data collection (July 2013)

A final event will be organized at the end of the phase 1 of the project (end of 2013, date to be defined)

Financing

Applications and equipment

Applications tested

Detection of incident (risky driving situation)

Vehicle

50 company vehicles (passenger cars)

Equipment carried by test users

Infrastructure

Open roads (various types of road)

Test equipment

Specific Event Data Recorder called EMMA (Embedded data logger for accident mechanisms) developed by IFSTTAR-LMA. The device incorporates internal sensors (accelerometers, gyrometers, GPS,…) but can also record data from vehicle CAN BUS.

Methodology

Pre-simulation / Piloting of the FOT

Method for the baseline

No baseline except questionnaires before and after the acquisition data for the testing of the feedback for some drivers

Techniques for measurement and data collection

50 EDR implemented in public company vehicle. Wireless data transfer Development of an incident database

Data related to the vehicle dynamic (acceleration, speed,…), its localization (itineraries, events …), driver actions (via the CAN Bus), and the profile of the driver (age, sex, license driving date with a data access strictly limited to some partners)

Data access is strictly limited to some partners of the project

Recruitment goals and methods

Approximately 220 Employees (civil servants) which agree to take part to the experiment

Methods for the liaison with the drivers during the FOT execution

Focus-Group, On-line questionnaire, Information Meeting, Mail information, Web site for the feedback (to be deployed).

Methods for data analysis, evaluation, synthesis and conclusions

Providing of two databases:

  • one including all the raw data acquired with an access strictly limited
  • one including data shared to all partners of the project

Statistical analysis (global and local approaches) based on these own databases Development of a cartography tool for specific exploitations Macro and micro analysis on specific event(s) linked to the vehicle, the infrastructure and/or the driver
